What is the status on the plan to send tourists around the Moon in a Soyuz for a mere one hundred million dollars?

As many of us probably remember, the US-Russian cooperation on the ISS also
 started with preliminary studies, such as using Soyuz as a lifeboat for
 Space Station Freedom circa 1991-1992. The same way, this work on Progress
 on Centaur and joint docking port might lead to cooperative lunar base.
