Dear All,
I think that this is not correct because if you understand the Five Year
Plan process this is precisely what they have stated consistently right
along for the second generation Salyut class space station to appear in the
middle to end of the 2016-2021 Five Year Plan while the Lunar effort is
planned for the 2021 - 2025 and 2016-2030 five year plans. Right now the
Lunar effort is in the long term plans for future development for government
consideration outside the normal three sets of five year plans IE: the
existing or next five year plan the next one the forecast five year plan
followed by the out plan. The next five year plan known as the forecast plan
is being set now to start January 1, 2011 through to Dec, 31, 2015 followed
by the January 1, 2016-Dec. 31, 2020 with the outlook plan following that of
the 2021-2025. So the Long Term Outlook plan of 2026-2030 is but a
discussion consideration issue to be settled by the government towards the
end of the next five year plan known as the present forecast plan.

Thanks for this interesting item.
First, we should be cautious about inferring changes to the Chinese
program schedule from a Russian press report based (no doubt) on a
Chinese press report.
Second, we should be cautious about inferring changes in the Chinese
lunar program schedule based on anything. Many times the reports from
China are garbled by filtering through press releases and multiple
translations.
Third, we should not become either encouraged or disheartened by
reports of delays in Chinese lunar plans, as they are years in the
future, even less firmly scheduled than those of NASA, and--from my
reading--highly dependent on both the speaker and the audience.
