Gerard O'Neill's vision of space solar power leading space
industrailization requires a two orders of magnitude reduction in cost
of access to orbit, that only RLVs can deliver.

     While the dinosaur ELVs indeed mark the financial cap on what is
achievable, we still wait for anyone to fund the small furry mammals of
RLVs.   Alan Bond is currently furthest, with EU grants for test stand
work on his air-breathing rocket. The Indian Avatar-Hyperplane-TAV
blueprints still await a budget to bend metal.

       This is the bottleneck that has held up O'Neill's proposals for
four decades.
