[FPSPACE] Post-ISS projects for Russian modules

Jim, no firearms, arm twisting or gunboat diplomacy is involved. As the
story should say, the plan had been discussed with NASA and its consent is
sought. Russian are interested in service module primarily for this
scenario, however the separation at the FGB/Unity line was apparently
evaluated as well. Remember that FGB was initially certified for 15 years,
which would be up in  2013, and the events we are talking about will likely
be taking place in 2020-2021.
