[FPSPACE] Canada takes lead from NASA

I'll put in my two cents here by asking, "How hard did the Powers that Be  
at NASA work to get that budget raised? Is that not part of their  
responsibility?" 
 
I will not pretend to assume that it is an easy task, but I also do not  
pretend to think that Congress will just hand the money over. If it's worth  
fighting for, then someone should be delegated to fight the good fight.
