How about "due to NASA's being charged with far more responsibilities than it is given the budget for, forcing many worthy missions to be dropped"?
They're far from perfect at NASA, but to charge them with being irresponsible here given their fiscal reality is unfair. What missions would you have canceled for a NEO mission?

My congratulations to the Canadian team. Its comforting to know the space leadership of other countries don't have their heads up their arses. Somebody really needs to look into Morrison and Weiler's role in Griffin's contempt of Congress. Perhaps the new NASA IG, at the request of House or Senate members.

He receives support because he takes Morrison's line that only asteroids hit. But the problem is that COMETS and COMET PIECES and not asteroids form the bulk of the impact hazard. Read my book for details.
