 Does Charles Bolden possess any international strengths?

 I gather he never travelled to Mir, and that he has never
 been inside a Soyuz capsule - except perhaps in Star City?

 Does he speak Russian? Mandarine?

 His excellent shuttle credentials will of course allow him
 to oversee the binning of Discovery, Atlantis, and Endeavour.
 And I'm sure he will never allow a repeat of the 2007 NASA
 launch pad display of utter ignorance when the shuttle was
 misspelled Endeavor:

 But the ability and perspective required to negotiate with
 Russian, European, and Chinese space agencies must rank high
 for a 2009 NASA Administrator nominee.
