[FPSPACE] Sovereignty on the Moon?

Just a clarification: the Moon Agreement is "legally effective" but
only vis a vis the signatories. It acquired the minimal number of
signatories required by its terms. Therefore, it has entered into
force. However, it is only binding on the signatories.
