[FPSPACE] ISS altitude rise?

Hi Jim - 

I wonder...

It would seem to me that if there's enough atmosphere to induce drag, then there must also be enough atmosphere to create lift...perhaps if the solar arrays were oriented toward the direction of flight, then an altitude rise could be arranged... 

Or perhaps just station keeping/orientation engines were used for the maneuver.
