[FPSPACE] Using Ceres as a giant radio telescope

I suggest that the first of these arks be commissioned as "Bush" class ark,  
therefore allowing the occupants to arrive at their destinations not as  
"refugees" but rather as "Liberators"!

destruction with the resulting decline of the nation in  which the city

struck responding with nuclear weapons against its enemy  or enemies, resulting 
in global devastation and a return to an era of  pre-Industrial society at 
best, with eventual extinction in a worst-case  scenario.  Since more nations 
will likely have nuclear weapon  capabilities during this time period, the 
accidental triggering of a nuclear  response to a Tunguska-class strike no matter 
where it lands will increase in  probability.  
The only logical reply to this cosmic threat is to build as  many radio and 
optical SETI systems as possible and scan the Milky Way galaxy  for signs of 
other intelligent societies, especially those who either dwell  upon or know of 
Earth-type worlds.    
Once the nearest of these suitable planets are determined, we  need to find 
suitable planetoids for turning into interstellar  multigenerational arks.  
Since more advanced forms of interstellar  propulsion may not be ready by the 
time the first of the Tunguska-class NEOs  strike Earth, we will use Orion-class 
nulcear fission propulsion units for the  arks.  
The desired goal is to place as many humans and necessary  resources as 
possible aboard these arks for the preservation of the species,  with the exception 
of the meek, who have been preordained to inherit the  Earth.  This condition 
will save considerable living space and resources  aboard the arks and 
further ensure the rest of the human species.  
When the Orion-powered arks arrive at the target star system  centuries 
hence, the descendants of the original ark passengers will negotiate  with any 
native inhabitants of the target Earth-type planet for a place to  colonize on the 
new world.  Should negotiations fail, the ark crew may  consider using any 
spare nuclear bombs from the Orion propulsion system to  facilitate the securing 
of the planet and the continuation of the human  species.  
We also recommend that this plan be implemented at multiple  sites across the 
galaxy, thus ensuring the survival of humanity for millennia  to come and the 
required formation of the Terran Galactic Empire.
