[FPSPACE] Using Ceres as a giant radio telescope

Hi Larry - 

It's much more practical to use one of the craters on the far side of the Moon for this. Also, there's a much more immediate problem than looking for radio leakage from an advanced civilization if one exists - and that is setting up a radar to find the next impactor before it hits. Any SETI discoveries would be a secondary benefit:

By the way, NASA is specifically forbidden by law from spending any money on SETI. But then Kepler is simply trying to find Earth-like planets.

By the way, NASA is also specifically forbidden by law from work on manned Mars missions. But then Ares 5 is simply a heavy launcher for the Moon.

It is past time to kill Ares 1 and get on with Direct.
