My memory since my stroke is not that good, but I seem to remember that Stadd also played a role during Reagan's term in office in trying to privatize Earth resouces data before it was in any shape to be privatized, leading to the loss of the US leading role in this industry to other nations.

If I remember, EOSAT had all of its data processing done in assembler language on computers which were no longer produced, and had no products useful to state or county officials. Their main sales were to agriculture speculators looking at crop data as whole.
