While some western analysts have speculated that China will not be able to afford their space program, and that their economy will collapse as did the Soviet Unions, such analysis is little more than wishful thinking, in my opinion.
The Tiangong news is only part of the news from the Party Congress:
1) China will increase domestic demand - what this means in terms of Trade Unions is still not clear, but wages might actually rise to the point where the people who make things will be able to afford them
2) The yuan may no longer be intentionally undervalued
3) The Chinese people may actually end up with air fit to breath and water fit to drink
4) China will be pursuing the development of CO2 free energy sources (sorry, Jens; sorry, Benny) and energy efficiency
5) China's development of space resources needs to be viewed in that light, in my opinion. 20 to 30 medium to medium heavy launches per year.
6) By the way, media and cultural workers are to provide "spiritual" support for economic growth amid the global downturn. And crisis also means opportunity. Well, at least NASA has got another $2 billion so far. Now if we can just ditch Ares 1 and get on with Direct and CAPS-
