Thanks for the calming words. I don't think anyone wants to spend money right now on an arms race in space -
I don't know how this will play out, as I have had a stroke and am a long way from Washington, but it would seem to me that ultimately the agreements are going to be negotiated four party: US, Russia, China, EU. I suspect that both Japan and India will be active "observors" for this; if it goes further as an international accord, then you can be sure that Israel will come in.
The big tech that will have to be discussed is SSHCL, Solid State Heat Capacity Lasers. Also, perhaps there will be some kind of verification mechanisms worked out.
My guess is that there is also going to have to be some kind of indemnity agreement worked out where a country responsible for space junk is financially responsible for any commercial damages it causes. I think that that one might go through the UN.
I was surprised at how rapidly Sec State Clinton moved to open communications with both China and Russia. I still don't expect much before April. I wonder if Strobe Talbott is still with us, and what he has been up to.
If you favor Direct over Ares 1, now would be a good time to say it. I know that might take some guts, incurring the ire of ATK, but Ares 1 looks pretty bad to me. China's going to be doing 20 to 30 launches per year, and I hope our government and industry will be able to continue to lead.
