[FPSPACE] Megacommunity for space exploration?

I'm interested in others' thoughts on a Megacommunity for civil space 
exploration. A Megacommunity, as defined in this article:

is not an organization like ESA, with its budgetary/workshare powers - 
many nations would never join. It's more a set of processes and agreed- 
upon norms creating a community wherein organizations in all three 
sectors - government, business, and civil (civil meaning NGOs) 
coordinate their space exploration efforts. Actors in the global space 
exploration community need to better share costs, risks, and data. We 
have many successful organizations and international/bilateral ties to 
build on, but the current community has not succeeded in creating an 
environment where challenging goals like those in the Vision for Space 
Exploration - extending human and robotic presence throghout the Earth- 
Moon-Mars arena and beyond - ?have any real chance of being 
visualized. NASA commendably set up an international component to the 
VSE from the beginning, but we need all three sectors fully involved 
in optimizing the system, not just goals of individual programs, 
organizations, or nations.
