Hi David -
You ask an excellent question - perhaps the reason they don't contact Vovan is because they could not accept definitive answers, answers which would bring to an end years long searches/obsessions.
How would those quests or OCDs re-manifest themselves? Perhaps in socially endorsed studies of NK/Iranian/Pakistani/Indian weapons systems, or perhaps in other ways.
The main fact in all of this appears to me to be that Russian insecurity led them to abandon the TMK designs. Where space development would be if they had of stayed on that path is an alternative history, not the one that occured Then there's Brezhnev's decision to emulate the US shuttle, more of the same behavior. Perhaps the trauma of the last decade will bring an end to that insecurity.
In any case, all of this is pretty much a dead issue now.
All of this competition was based on the concepts of Earth-like planets and territorialism. Further, during this period of history the realization that nuclear weapons and other modern weapons technologies had made war impossible had not sunk in.
There will be a fundamental shift in the space paradigm. What we currently know is that cometary impact is a major hazard. The process of this shift has been delayed by incidental small historical forces, such as Benny Peiser
moving the Cambridge Conference from impact studies over to global warming scepticism, Dr. Morrison, my own stroke and unique situation, lobbying by Thiokol with it's arms sales money, the Mars Society and the SFF.
Despite the delays, this shift in space priorities will occur, for the simple reason because it must.
