I know this person.
If you read attentively data of the book Creative legasy of academician SP 
Koroljov you find that this man took part in preparing this edition.
He worked in IHST- institute of history of natural sciences and technichs.
quite possible he made something good for some unknown. As for me I got such 
an impression that last years he got a little bit crazy on communizm. Plus he 
is extrimely unpolite. If you are not from moscow you are not human being.
It's especially funny to observe his struggle with Alex. Glushko, the son of 
Glushko.
I don't know worthmentioning his works. Alas.
