Another peculiarity of ZMN is their completely unrealistic
fantasy that manned flight to Mars is cheap enough to be done by
one country, and the peculiar mix of nostalgia and
nationalism/militarism/reactionarianism that has entailed.
N.S. Khrushchev was leading the Soviet Union at the time of
JFK's memo. What his state of mind was at the time, and how
he may have responded is probably best known by his son,
Sergei Nikitavich, who is still alive. It's really easy enough to
ask - and there are others who knew N.S. well.
The military Almaz was still some years off, as was MOL.
If you have not read Volume 4 of my History of Cosmonautics,
copies are still available to fpspacers.
If I ever write Volume 8, or if somebody else does later on, they
can use the title "The Cult of Mars". And ZMN is indeed a cult,
and has all the characteristics of a cult, including cult science
and cult engineering. Of course the problem with both of them is
that they are unreal.
The mix of the ZMN cult with neo-con politics/the military industrial
complex here in the US has been a wild ride, which is over now.
Of course, since you're not a ZMN you would not write note after note
preaching to us.

It takes two to tango, Ed! Never mind what JFK
wanted, the Soviet Union was an entirely different
cup of tea than Boris Yeltsin's Russia.
