Hi Keith,
I'm not sure, whether you are actually praising the combined
effort of FEMA and its two Michaels, Chertoff and Brown, in
protecting New Orleans from 8/29/2005?
Just the same, already in 1976 - as you are probably aware -
Richard Pollock investigated 'the existence of Mount Weather,
a mysterious underground military base carved deep inside a
mountain near the sleepy rural town of Bluemont, Virginia,
just 46 miles from Washington DC." Also Time magazine went
along with the story, bolstering confidence in US readiness
to meet nuclear aggression from the ruthless Bolsheviks.
More recently John W. Whitehead has shed light on FEMA's
current activities there:

FPSPACE readers will appreciate - better than John Whitehead -
that few natural disasters other than NEO impacts are capable
of triggering an emergency forcing VIP's into FEMA shelters.
I can think of only one such disaster, Yellowstone erupting
once more like it did 640,000 years ago.
