[FPSPACE] Dr. Fischer?

Hi all - 

CAPS features both telescopes and lasers for lidar NEO detection systems on the Moon (capital "M", please). 

While the technologies are dual use, here they're for peaceful, not military purposes, and China has always stated that they are open for international discussion of these issues, one would assume with India as well. That includes the use in space of lasers for orbital debris clearance, to allow the safe functioning of normal satellites.

I expect that team Obama will be ready to begin talks on these around late April, no earlier,  given the need to halt the economic panic. If the Republicans go into attack mode, which seems to be about the only strategy those left in office have come up with, or events in the Israeli- Palestinian conflict intrude, then this might delay the start even further until May or June.

I wonder who Dr. Fischer is, and what his source was for that Chinese quote. Anyone here ever heard of him? Is he someone promoting Russian tech sales to India, or someone from Israel in the laser business perhaps?

In other words, why is he causing unnecessary worry, or who is using him to cause unnecessary worry?

PS - saw the faulty analysis at the space review of the value of a National Space Council. The first one under Kennedy made good use of Johnson's familiarity with space issues. The setbacks to  the US space program may be laid at Nixon's forcing Thiokol's SRBs onto the shuttle, instead of the pressure fed liquids originally planned. If those had been adopted, then....
but that's an alternative history, not what occurred.
