Hi all -

In my opinion, it's not going to be demands by westerners who are obsessed that is going to open up Soviet history, including Soviet technical history. It's going to be the demands of the succeeding nations' peoples for their own history that's going to do it. Thus it will only be Russian, Ukrainian, Kazakh, ByeloRus, etc. space historians who will be able to obtain some final answers as to how those nations' peoples' money was spent.

As far as Mishin's notebooks go, I would not be paranoid - there may well be arms technologies or commercial technologies in them which need to be kept private. There is also the question of the money available for publication.

In regards to the entire Zond program, we can see the unfortunate consequences of President Kennedy's assassination.

That said, Stookey deserves congratulations for his insight.

PS - It appears that President Obama's team is currently entirely occupied with stopping the economic panic brought on by the policies of the Bush Administration, whose debt appears to be at least $5 trillion dollars.

We are seeing signals that improved international relations are desired, but I would not expect concrete proposals much before April, given the magnitude of the economic problems. My guess is that the next round of arms control agreements will have to include China and Europe. I would hope that the lack of concrete proposals before then would not be seen as hostile.

To give some idea of how pressing the economic problems are, many are waiting for the nomination of the NASA Administrator, while the Ares 1/Ares 5 - Direct issue does not have to be faced until next month. My guess is that Gration may be nominated to NASA administrator, despite fierce opposition from Thiokol. But whoever the nominee is, In other words, my guess is that Thiokol is not strong enough to railroad Ares 1 through.

Let me emphasize once again that these are "guesses", and that I have no direct sources and have had a stroke.
