[FPSPACE] Koronas-Foton satellite in trouble

It's not the first case where the end of cooperation with the Ukrainians is
forcing the Russians to adapt a satellite bus for a mission it was not
originally intended for. Some interesting parallels can be drawn with the
latest generation of Russian electronic intelligence satellites (Lotos),
which use the same bus as the Resurs-DK optical remote sensing satellites.
In Soviet times ELINT satellite buses (Tselina-O, Tselina-D, Tselina-R,
Tselina-2) were built by Yuzhnoe in Ukraine, but plans to build a follow-up
system (Tselina-3) there as well were scrapped after the collapse of the
Soviet Union. Apparently, the task of building a new bus for the ELINT
system was subsequently assigned to the Arsenal design bureau in
St.-Petersburg, but this effort ended in failure, after which it was decided
to use the Resurs-DK platform of TsSKB/Progress in Samara. The first
satellite in the series was finally launched a couple of weeks ago after
years of delays. A good summary of Lotos' history can be found on Anatoly
Zak's website :

Unlike Meteor and Arkon-2, Koronas-Foton had to be oriented toward the Sun
for prolonged periods of time, which became a source of current problems.
I've posted a summary of discussion on the Novosti Kosmonavtiki forum here:
