[FPSPACE] Palapa-D 1 launch

Just posted the following to NASA Spaceflight.com website:
Looks to have been a third stage under-burn to geosynch transfer orbit. USSSN has catalogued two objects, as follows:
46A 35812 22.33 deg 369.48 minutes 221 km 21,135 km
46B 35813 22.29 deg 370.46 minutes 231 km 21,186 km
These orbits may be subject to revision as more tracking data come available, but they should be in the right ballpark. The mass of Palapa-D 1 is about 4,100 kg, according to Gunter Krebs' website, so this would not need the launcher to fly with such a low apogee.
Oh dear.
