Is this a Roskosmos or RKK Energiya plan that you are referring to? Two
years ago Roskosmos announced an architecture in which the Moon would be
used as a stepping stone to Mars, while somewhat later RKK Energiya
President Vitaliy Lopota unveiled a plan where the Moon took a backseat to
Mars (not the first time that Roskosmos and RKK Energiya have proven to have
different agendas). If the newly unveiled plan that you mention is a
Roskosmos plan, that would mean that Roskosmos has adapted its strategy to
that of RKK Energiya.
