[FPSPACE] Space Junk

This ought to be a matter for COPUOS to take up. It is only fair
that all space powers should pay for this in proportion to the
percentage of space debris that each of them has caused. As well as ESA,
Japan. And it has to be admitted that there is even one very deceased
South African microsat (Sunsat) floating away about 800 kms up.

warm regards, Keith.
