Ausroc IV is a project being studied by the Australian Space Research Institute, a small group of extremely gifted persons who operate without too much of government or industrial backing - if any. They have launched Ausroc I and II sub-orbital vehicles (the last launch in 1995) as well as surplus Zuni missiles.
Ausroc III is a more ambitious project and Ausroc IV even more ambitious. No launch targets seem to have been set for the latter two projects. Some documents on their website are, however, not downloadable (link missing).
In my opinion, the absence of government or industrial funding will prevent them from succeeding with Ausroc III and IV launches except perhaps as some 'curiosity' launch, if indeed that. I believe that any such launch would be far in the future.
But then this is simply my point of view as an observer, and hopefully I will be proven wrong.
May be the ASRI people may have better information to provide to us.

Australia is not - repeat: not - a candidate to join the list of countries that have successully launched their own satellite from their own territory.
We did so on 29 November 1967 with Wresat, launched by a Sparta launch vehicle (a modified Redstone) from Woomera. Depending on whether you consider Hammaguir at the time of the first French launch as French territory or not (which it was not as President De Gaulle had granted independence to Algeria at an earlier date), Australia was the third country doing so, after the US and the USSR....
Unless, of course, Phillip Clark meant 'with a domestically built launch vehicle' in which we have no hope at all - there are no plans for an Australian built launch vehicle whatsoever....

Will it become the last try? Post-Kim era is not far.
The next country will probably be South Korea, with their KSLV-1 (2009 or 2010?), followed by Brazil (VLS-1, 2012?). Other candidates (potentially with space capablility) include Pakistan, South Africa, Australia, etc.

A pity that the launch of Kwangmyongsong 2 has failed ...... at least the build-up has provided some excitement and interest in the too-repetetive world of space launches which we have these days.
So, maybe third time lucky for North Korea? And will that be in late 2019?
