[FPSPACE] Kazakhstan declines October Soyuz seat

Anatoliy Perminov has told newsmen that for financial reasons, Kazakhstan 
will not use the flight opportunity on a Soyuz in October. Roskosmos is now 
seeking a replacement for that crewmember -- either a paying 'tourist' or a
Russian cosmonaut, or someone else....
