[FPSPACE] NK Launch - Underperforming second stage?

Japan tracked the second stage at least 2,100 km west of japan so what the
1,300 km range is rather confusing with no NORAD data
the impact some was planned to be 2150 km down range from japan and extends
800 km long with payload shroud first separation not confirmed and then
second stage impact with in that 800 km but no confirmation at this point.
