[FPSPACE] debate over mission of the small satellite

Well, let's unwarp the subject, that's what this forum is good at.

What rendezvous and prox ops sensors are common between the
subsatellite return to an inert orbital module overaperiod of weeks, 
and a short-term ground-up chase of one active spacecraft 
with a cooperative target. How is one any practice for the other?

And yes, I think the engineering case is good for the highest-ever hazard
level of the USA-193 hydrazine, despite what some astrophysics professor
thinks he knows about what the authors of one study paper really meant to say.
We can discus that, too -- but it's probably best to approach the subject realizing
the issue is in dispute, rather than from an omniscient pontificating mode (a mode I
have fallen into on more than one occasion, to be sure)...
