Retired missiles.  AFAIK, NPO Yuzhnoye has not produced SS-18s for many years. There were 308 (IIRC) deployed plus some spares. 

Some are still deployed as ICBMs, but I suspect that there are many tens, perhaps a hundred or more, available for space launch.  A qualification on that might be that in late Soviet times there were indications that the oxidizer tanks on some were suffering disabling corrosion problems.
