[FPSPACE] Thoughts on CZ-2F/H

Some theories as to why this LV is being developed.

1) Engineering test

This could be an intermediate development between the regular CZ series and the new CZ 5. Gives them a chance to iron out the bugs.

2) Tiangong obesity

We have remarked before that logistics for Tiangong are challenging. Perhaps it's heavier now to supply extra food,  etc. This would reduce the number of Progress-style flights needed by unmanned Shenzhous. 

Perhaps this will happen with Tiangong 2 and 3.

3) Lunar and planetary probes

This could be useful for Chang'e landers

4) Something else?

Perhaps the start of an EOR-based manned lunar flyby program with a modified Shenzhou?

Any thoughts on these theories?
