[FPSPACE] Dept. Homeland Secruity Satellite program going forward

       This is slightly off topic, but your US DHS seems to be sprawling
all over. I was told by one US academic visiting South Africa, that, six
months after she returned to the USA from a previous trip, she received
a phone call from a clerk who introduced himself as from DHS.

   He then asked her to confirm that on her earlier return, she had at
the airport to pay customs or excise duty on six bottles of wine in her
luggage, which were over the duty-free limit. She confirmed that.

    Note that these were not liquid explosives, they were, uncontested,
wine! Weird bureacratic things are going on?
