This refers to a test of "the reliability of soft landing technologies" on Chang'e-2, which is basically the back-up for Change'1.
Perhaps China intends to gradually lower its orbit and use radar to monitor the approach, like the recent Indian MIP descent.
I am not sure if the spacecraft will carry landing gear or make a soft landing. But the descent techniques could be practiced.
Any other theories?
