[FPSPACE] Congressional 'space bill' afraid to use word 'plutonium'

Remember that we live in politically-correct time. Today we have too many
people with the sort of mind-sets that three centuries ago were frightened
of witches. Today they're sacred to death even at the mention of the mention
of the "P" word or even nuclear power, even though in generally
leftist-environmentalist places like France they get most of their power
from the stuff without much problem or fuss. And remember the attempts to
stop the Cassini Saturn probe in 1997 because it was possessed by the evil
Plutonium demon.
