You are probably right. When Sea Launch first copied this map in 2004, I gave them every chance to claim that it was an innocent mistake by a junior web designer under a deadline pressure. They could've chosen to give me a credit, a link back to RussianSpaceWeb.com or remove the map and draw their own, using the same data.
Instead they locked themselves into a tangle of lies and made it into a potentially criminal case involving top officials at Boeing, without whose authorization they obviously could not produce forged claims of Roskosmos' ownership of this map.
Also remember they've already been convicted for copyright infringement and an attempted coverup in much larger case with Lockheed Martin.
