This "excellent news" is so far flatly denied by Roskosmos chief. I think those "businessmen," who sell seats on Soyuz need first to inform the Russians about the sale, before they run to New York Times with press-releases, which in turn, uses them to do its "reporting" :) Maybe the should try Onion.com first!
