   In fact, this sort of lobbying might only work in the months & years
after China, eventually, sets up a permanent manned Moon base. After
all, Sino-USA relations are now a far cry from the pre-Nixon cold war.
China is a major trading partner of the USA, taking major investment
from the USA, while dutifully buying up its treasury bonds.

 Spot on. But naturally NASA & security study lobbyists will continue
to do theit best. Whether the  USA will eventually return to the Moon
alone, or like the ISS, leading an ESA+ team, will be interesting to
watch.
