[FPSPACE] Imagery of new Russian space surveillance sites

Russia appears to be pressing ahead with a next-generation space
surveillance capability. (Actually, most of what's going on seems to
consist of reactivated and updated Soviet-era projects.) Google Earth,
bless it, has good imagery of four of the sites:

Okno:  38.281 N, 69.225 E

Krona radar: 43.8260 N, 41.3434 E

Krona lidar:, 43.7167 N, 41.2298 E

Krona-N radar: 42.9353 N, 132.5770 E

Altay Optical-Laser Center: Unfortunately Google Earth doesn't have
high resolution imagery of it yet, but a passing hymenopterist took a
