AFAIK, BOR-4 was a modified 1/2 scale model of the one-man MiG-105 
Spiral spaceplane.
It carried no crew (look at the size of it), but was used to test 
heatshield tiles, aerodynamics & re-entry procedures. There were 5 launches.
The photo you have posted a link to is, I believe, of one of the ocean 
recoveries off the coast of Australia (taken by RAAF surveillance).
