Dear JimO,

  it's true that there's nothing more hilarious than a sheepish &
defensive bureaucrat standing on the deck of the Titanic and saying that
a problem with rising damp is nothing to worry about.

   But in this case, the exact words seem to be "neither confirmed nor
denied ".
i.e. I am forbidden to talk about it, but I am too embarassed to lie
and deny it.
