Well, who's to blame? The Mars enthusiasts have attacked ISS since 1998.  You all know their argument, cancel ISS, cancel shuttle, and use the money saved to fly men to Mars using imaginary technology and large nuclear reactors.

The fundamental problem is that the new NASA effort has been framed as a 
"return to the Moon", instead of "the development of the Moon".  And the reason for that is because the Moon lander was initially set out as nothing more than a test bed for a manned Mars lander. 

The requirements of CAPS, the only driver for anyone's manned Moon effort, were ignored. Speaking of Congressional direction, the Congress gave Griffin explicit instructions in the George Brown Amendment, which he then ignored.
