[FPSPACE] Next NOTAM issued re 193

I plotted the path of USA-193 in relation to the NOTAM area. See:

One wonders why the notified area has this shape in relation to the path of 
the satellite. The missile need to be launched roughly from the north 
towards the sounth, but at what angle to the satellite flight path?
