There is just a US official mentioning "hazardous" material. All else
is surmise and speculation. IMO, the hydrazine possibility is by far
the most probable but an RTG is just barely conceivable, kind of at the
=< 1% level. 

In any event, if the USG is really keeping foreign governments informed
about this, at some point it will probably have to say what kind of
hazard it's talking about.
