[FPSPACE] What is going on?

Hi Charlie - 

My guess is that this is not meant to interfere with normal space activities, such as commercial launch, commercial manned launch, etc.  Nor do I think that it is an effort to obtain "permission" fees or "form expediting" fees.  My guess is that the Kazakhs found somebody trying to acquire technologies by looking around old junk piles.
With so many interested in those technologies, it would be difficult to guess who.

We'll see.
