[FPSPACE] Russian Rocket [Dnepr]: All Fueled Up, But No Place to Fly

   On the face of it, another toxic hydrazine show-down. Presuambly the
Russians find it difficult to adapt their Dnieper rocket to expel every
remnant on unused hydrazine before it crashes onto the sovereign
Republics of Kazakh- or Uzbekistan.
