I conclude that this launch, while representing a significant technological advance for Iran, could not have orbited a satellite but with a relatively small solid-propellant third stage 'hidden' inside the clam-shell fairing. It will take several more launches, I believe, for them to work out the bugs but after that we could really expect them to orbit a small satellite.
