[FPSPACE] USN "sees" sat failure ???

So was this in fact a planned two-stage suborbital test which
failed in second stage burn, or a planned orbital launch attempt
which failed? Is there any way US assets may have determined this?
For example, if the third stage was live, maybe it returned telemetry
during ascent. Without access to that info, we must rely on prelaunch
Iranian statements, with all their translation issues, to guess
whether it should be put in the orbital launch failure lists.
Phil, Jim: what do you think? I lean ever so slightly towards
the idea that it was intended as an orbital shot, but am a little
unsure whether to put it in the catalogs that way...
The launch sequence of 1-stage test (Kavoshgar), 2-stage test
(Feb 2008 launch) and live 3-stage with dummy satellite and 'orbital-if-lucky'
goal would be remarkably similar to the Vanguard TV-1/TV-2/TV-3
sequence!
