Actually, this is where the mystery gets more interesting. The  person I 
"obtained" this illustration from had it listed as an early "Angara"  variant. 
However, I have never seen this design among the various "Angara"  preliminary 
designs.
 
The drawing I have is very similar to the Chelomei Heavy-Lift model shown  on 
your site, but I needed to completely rule out the possibility of it being an 
 "Angara".
 
Chelomei's UR-530 (as described by Ivan Evteev) is not a good candidate.  
But, what is this UR-550 you speak of. I have never seen this mentioned before  
now. Do you have any technical information or description of this  "UR-550"???

I  think the RD-191 engine is a contemporary design... simply speaking a one  
chamber-version of the RD-170 engine, re-purposed for the Angara  rocket.
