I checked my archive and possibly found few photos of the scaled model of that vehicle among Chelomei's proposals. Need to verify the designation -- possibly UR-530 or UR-550:

I think the RD-191 engine is a contemporary design... simply speaking a one chamber-version of the RD-170 engine, re-purposed for the Angara rocket.
