[FPSPACE] Mystery (Chelomei?) Rocket

Respected Colleagues!
 
I am looking for the identity of the rocket model on the left in this photo  
...

It is very similar to a drawing I have of a booster whose first stage was  
approximately 18m in length and consisted of seven 3.9m wide boosters (six  
strapped around one) each with a single RD-191 engine, capable of launching a  
payload 5m wide.
 
Is there a possibility that the two are related?
